Project Heavenly Fire is an off the books Clave program led by Victor Aldertree. This projects experiments with Downworlders by curing them and turning them into mundanes via an experimental serum made using Heavenly Fire.
History[]
After Victor Aldertree lost his job as head of New York Institute, he was appointed as HSD, or Head of Scientific Development, of Project Heavenly Fire. This was a project he spent the last few years working on.
At one point, Helen Blackthorn was hired to work as a researcher for Project Heavenly Fire by Aldertree. It was under the impression that she could rehabilitate downworlders.
One method is they take their prisoners from the Gard. Ever since Jia Penhallow was appointed Consul in 2016, there were claims going around about how the Clave tortured Downworlders in the Gard. After doing some research, Isabelle Lightwood knew that Clave Sentry Thomas Greenlaw so she arranged a meeting with him. But when he arrived, another Shadowhunter had fatally injured Greenlaw to keep the program a secret. His final words were: "Caelestis Ignis" and "Inside", the former one meaning Heavenly Fire in Latin, the name of a clandestine Clave program, which is far beyond others' knowledge. An autopsy was conducted and Isabelle found a USB with high encryption on him.
Isabelle started an investigation along with Aline Penhallow, the consul's daughter. Simon Lewis was sent inside the facility under the pseudonym "Zeke Russo" to investigate the program and possibly find the sword Glorious. Inside there he encountered Raphael Santiago who was held prisoner there. Simon was then caught by Helen. Simon met Raphael and Iris Rouse later to find out they have been turned into mundanes. Helen caught Simon once again it was revealed she wanted to help downworlders and was tricked into working for Project Heavenly Fire. Iris Rouse was killed by the guards. Helen gave Simon samples of Heavenly Fire and blew up the facility and the rest of the serum samples.
Aldertree tried convincing Isabelle to join his cause. It was also revealed that he planned to dump the serum into the New York sewage system so that everyone would receive a dosage and be cured. Aline alerted her mother and reinforcements were brought. Aldertree was put under arrest and prosecuted by the Clave for his crimes.
At some point, Luke Garroway was given the cure. Instead of turning into a mundane, he was reverted back into a Shadowhunter and his runes returned.
Description[]
According to Raphael, a serum of Heavenly Fire is injected into the subject. He felt as if he was gonna die but then he was turned back into a mundane. The case is different for Shadowhunters who were turned into downworlders like Luke Garroway. He was turned back into a Shadowhunter rather than a mundane.
