Jia Penhallow is a Shadowhunter and is the newly appointed Consul.

Appointed Consul[]
Jia became Consul late in 2016, almost immediately after the death of the previous one, Malachi Dieudonné. She offered Alec Lightwood, a friend of her daughter Aline, a position in the Council as a delegate, which he turned down after some thought.[1] She offered the position to Michael Rayhorn after.
Once, Jia was walking past the Armory in Alicante when she saw the Inquisitor Imogen Herondale entering the Armory with Clary Fairchild, Alec and Isabelle Lightwood, whom she referred to as "the crown jewels of the New York Institute." They told her that the Inquisitor was giving them a tour of the Armory, and Jia expressed her desire to join them, potentially foiling their plans to steal the Malachi Configuration. Alec decided to stay behind to distract her, telling her that he was reconsidering the position she'd offered him, but she told him that the position had already been offered to Michael Rayhorn.
Imogen was found dead later that night, and Clary was caught at the Cemetery of the Disgraced later that night, next to Valentine Morgenstern's dug-up body.[2] Clary was imprisoned at the Gard and questioned the following morning. Jia oversaw her interrogation by the Soul-Sword.
Despite Clary's attempts to fight the Sword's power, Jia persisted and eventually got several truths out from her, all leading to the revelation that Clary, after stopping Valentine from asking Raziel to destroy all demon-blooded creatures, had compelled their one wish from the Angel to bring Jace back from the dead. Jia was infuriated, knowing that this prevented them from ever using this one-time offer to save them from demonkind in the future if left with no other choice. Clary retorted that she was glad that the wish had been taken, because it was a wish that had a potential for mass destruction.
After the interrogation, Jia escorted Clary to her cell. She asked Clary if she had anything else to say for herself before she delivered her sentence. Clary asked her if she wouldn't have done the same thing if it were her daughter Aline who had been killed. Jia coldly responded that, unlike Clary, she was not raised as a mundane, and she would have preserved the wish for her people, emphasizing the fact that true Shadowhunters understood the concept of sacrifice. Jia then declared that Clary would be sentenced to death for her crimes.[3]
Wanting to find out why Lilith needed Valentine's corpse, she ordered an inmate, the warlock Iris Rouse, to resurrect Valentine. When Iris refused, Jia set her execution to a much earlier date, one the same day as Clary's. When it was Clary's turn at the Culling, Clary informed her that she could bring Valentine back. She momentarily postponed Clary's execution and allowed Clary to try. With the Necromancy rune, Valentine was brought back, and before Jia could interrogate him and send Clary back to her death, Valentine demanded that he give answers only to Clary.
After listening in on their conversation, Jia found out that Valentine was needed for the resurrection of his son and ordered his body burned. Valentine broke free of his restraints, however, and held her hostage as he made his escape. Clary managed to let Jia escape his hold, but Valentine proved impossible to re-kill, only to be killed when Clary deactivated the Necromancy rune afterward. Lilith's Owl later still managed to get both Valentine's flesh and Clary for Jonathan Morgenstern's resurrection.[4]
After Lilith's banishment to Edom and Clary's alleged death, Jia arrived at the Institute to inform Alec that she would be posthumously pardoning Clary for her crimes against the Clave, since she saved her life and if it weren't for Clary, the resurrected Valentine would've succeeded in killing her. She also made it clear to Alec that she would be watching his moves from then on, due to his, Isabelle and Clary's visit to Alicante to steal the Malachi Configuration. Isabelle then spoke to Jia and told her about the Downworlders, who claimed to have been tortured by the Clave, but Jia assured that no tortures were being made.[5]
However, unknown to Jia, this was proven wrong when it was revealed that Heavenly Fire, a clandestine Clave program led by Clave diplomat Victor Aldertree, was responsible for these tortures. Aldertree's plan was to inject the imprisoned Downworlders with the heavenly fire serum, turning them into mundanes against their own will; and then put it into the water supply to rid the entire world of Downworlders. When the situation was eventually reported to Jia, she ordered Aldertree arrested,[6] and locked up in the Gard.[7]
